Operators of oil refineries who are responsible for upgrading their hydrodesulfurization units to comply with United States EPA - Environmental Protection Agency Tier 3 standards must achieve 10ppm sulfur content in gasoline and diesel fuel by January 1, 2020. Background

All refiners in the United States must achieve a 10ppm average gasoline sulfur limit to meet stricter EPA emission standards called Tier 3 by January 1, 2020.

 

Sulfur is a natural component in crude oil that is present in gasoline and diesel fuel unless removed. Sulfur impairs the effectiveness of emission control systems and contributes to air pollution. Reducing the sulfur content in gasoline and diesel fuel enables advanced emission controls and reduces air pollution.The Tier 3 program considers the vehicle and its fuel as an integrated system to reduce the impacts of motor vehicles on air quality and public health. 

 

The program sets new vehicle emissions standards and lowers the sulfur content of gasoline to a maximum of 10ppm beginning in 2017. The vehicle standards will reduce both tailpipe and evaporative emissions from passenger cars, light-duty trucks, medium-duty passenger vehicles, and some heavy-duty vehicles. The gasoline sulfur standard will enable more stringent vehicle emissions standards and will make emissions control systems more effective. It will also reduce the emissions of the existing fleet of vehicles.

 

 

 

 

 

What refiners are doing to meet Tier 3 standards

Most refineries who have not met the Tier 3 standards to date employ the HDS - Hydrodesulfurization Selective Hydrotreating unit. They must employ additions and upgrades to meet the EPA sulfur standards.

 

The key for refiners to meet the Tier 3 standards is to remove sulfur from the largest blend component called FCC - Fluid Catalytic Cracking gasoline. The FCC Gasoline Hydrotreater, also called the FCC Naphtha Hydrotreater or Cat Gas HDS is the process application facility that must be upgraded to meet the Tier 3 standard.
